They are capable of mimicking human speech but they can also add, subtract and understand the what zero means. Jasper can count to a degree.

Yes, parakeets are because they share similar attributes even if they are smaller. They ha e a hooked beak and especially their feet which has two toes facing in front two in back which is perfect for gripping. That is a sign of a parrot
